SC Justice Kaul recommends Truth and Reconciliation Committee for J&K to investigate human rights violations since 1980s

In a landmark suggestion during the Supreme Court hearing on Article 370, Sanjay Kishan Kaul proposed the establishment of an impartial Truth and Reconciliation Committee for Jammu and Kashmir.

This committee would be tasked with investigating and reporting on alleged human rights violations committed by both state and non-state actors in the region, focusing on incidents occurring since the 1980s.

Justice Kaul said, “Truth and Reconciliation Commission could facilitate a reparative approach, that enables forgiveness for the wounds of the past and forms the basis of achieving a shared national identity.”
