Mission Vatsalya: DCPU Kishtwar leads the sensitisation cum training programme on ‘Child Rights’ and ‘Juvenile Justice Act’

KISHTWAR, FEBRUARY 13: District Child Protection Unit Kishtwar under Mission Vatsalya today organized one-day Sensitisation cum training Programme’ on the Implementation of Child rights and Juvenile Justice Act 2015, POCSO Act 2012, and Child Rights here at the Auditorium, Govt. Degree College Kishtwar under the overall supervision of District Social Welfare Officer/ District Child Protection Officer, Zubair Ahmed.

The program was presided over by Chief Judicial Magistrate Kishtwar, Mahmud Anwar Alnasir.

Addressing the stakeholders, the Honorable Chief Judicial Magistrate Kishtwar enlightened the working of Legal System and religious perspective towards dealing with Care and Protection of vulnerable children.

 He further stated that this sensitization/training program is crucial in raising awareness and equipping stakeholders with the necessary knowledge and skills to effectively protect children.

Various stakeholders, including Members CWC, JJB and DCPU officials , Representatives from DLSA, Para legal, Former Sarpanchs, local NGO, Traders, Media persons, Asha Workers, Anganwari workers attended the program.

Tehsil Social Welfare Officer Kishtwar, Rajesh Sharma delivered the introductory speech on the structure of Mission Vatsalya besides   explaining the importance of the programme and gives a detailed description of the topic and its working mechanism at the district level.

He said that the aim of the programme was to raise awareness regarding Child Rights and ensure the proper implementation of the Juvenile Justice Act in the district.

Key highlights of the programme included in-depth discussions, case studies, and interactive sessions designed to enhance participants’ understanding of the legal framework governing child rights and juvenile justice. Participants gained valuable insights into the provisions, procedures, and mechanisms established under the Juvenile Justice Act 2015 to ensure the rehabilitation, reintegration, and protection of children in conflict with the law.

Among others who spoke on the occasion included the resource persons, Ex. Chairman CWC Kishtwar and retired Dy.SP Mohan Lal Thakur, Chairperson Child Welfare Committee Kishtwar, Sheetal Nain, Special Juvenile Police Officer Kishtwar, Yudvir Sharma and Adv. Anjali Gulati.

The speakers  conducted sessions on Child Rights Mechanism, overview of Juvenile Justice Act 2015 and POCSO Act 2012, Adoption regulations 2022, and the role of SSA, behaviour of police personnel towards Juveniles during and after as per the Juvenile Justice Act besides giving overview of Mission Vatsalya, protection of child from sexual offences among other topics.

The speakers also highlighted that under the Integrated Child Protection Scheme (ICPS), the department focuses on providing preventive, statutory, care, and rehabilitation services to vulnerable children, including those from potentially vulnerable families, families at risk, orphans, child drug abusers, child beggars, trafficked or sexually exploited children.

They highlighted the sponsorship scheme during the programme in which 4000 financial support is given to the Child in need of care and protection on the recommendations of CWC and approval of the District magistrate.

They also said that District Child Protection Unit , Child Welfare Committee (CWC), and Juvenile Justice Board (JJB), are actively working to ensure the implementation of child rights and juvenile justice acts, while also combating child labor and violations of related laws,” they added.
