A threadbare review of prevailing law and order and administration in Jammu and Kashmir was also taken during the meeting. Organizational affairs, membership drive and organizational elections and issues of women and youth, social justice, public welfare and other matters of public importance were also discussed in detail.

Emphasizing on the need to reestablish its connect with people and positioning itself as primary counter to the allegedly divisive politics of BJP, Mir said Congress has decided to set out on a 'Bharat Jodo Yatra' starting from October 2, on Gandhi Jayanti. The yatra, to be taken out from Kanyakumari to Kashmir, is in sync in with the slogan of 'Bharat Jodo' unveiled as the main outcome of the three-day Nav Sankalp Shivir of the Congress in Udaipur. Mir said the yatra will see the participation of all party leaders.

“The yatra is to strengthen the bonds of social harmony that are under stress, to preserve the foundational values of our Constitution that are under assault and to highlight the day-to-day concerns of crores of our people.”The need to reconnect with the masses and stir up a mass mobilisation on issues that resonate with the people were discussed in the six different breakout groups of party leaders that brainstormed on issues under different heads to recommend measures to place the party in revival mode.

Mir emphasized need to go back to the people and reestablish the party's connect with the masses.“There is no shortcut to it. It can only be done through blood and sweat. We must have a mass contact programme. All of us will go to the people, and we will do it not for one or two days but will sustain the movement for months to listen to what the people of India have to say,” he said.Projecting the Congress as the principal ideological counter to the BJP, he said a major purpose of the initiative to go back to the people is to warn them against the destruction that can be brought about by the “divisive politics” of BJP.

It said that Congress shall not be frightened by such tactics of BJP and it shall fight back such politics as Congress was never frightened in fighting against the Britishers.

Mir further said that Congress shall work to protect the legal rights of the landless, small and marginal farmers in bonafide use and occupation of the lands for decades and seeks framing of a fair policy based on justice and equity in this regard. He sought proper implementation of forest rights act for Tribal and other Forest dwellers in Jammu and Kashmir, he said.He said the party shall work for due constitutional and legal rights to the Scheduled Castes, Schedule Tribes, Other Backward Classes, Paharis and other weaker sections.

Speaking on the ocassion, Bhalla expressed confidence that the party would emerge stronger after the these ‘Nav Sankalp Chintan Shivirs’ . He said BJP government which has been in power for last 8 years has been passing the buck on the previous governments to hide its failures. He said that Congress would also form its strategy for the upcoming assembly polls in the Shivir“It is true that if anyone can defeat BJP in the country at the national level, then that party is the Congress party.

By taking all allies of the Congress, we want to make such a strategy that the central government which is constantly working to divert attention from the issues that exist in the country be taken to task,” he said. He said that majority of people maintained that no new developments but only facelifts of previous works were done in the area.

“BJP was in power at the Centre and in the erstwhile J&K State too, it was easy for the party to forward issues of common masses through their Government in the State to the Union Ministry concerned, for mitigating the sufferings of people but they took them casually,” he said He pointed out that there was total chaos and confusion among people as BJP leadership has failed to remove peoples’ apprehensions. “On the one hand, there is complete uncertainty in J&K, while on the other hand people are confronting with failure of the administration to solve day today problems”, he said.

Bhalla added, “today the economy is in bad shape, inflation has reached its peak, there is rampant unemployment, factories are closing, and total mismanagement of the economy. Instead of answering it, BJP is doing politics of allegations.” Cooking gas cylinders have become worth over Rs 1000, petrol-diesel has reached Rs 125 per litre, food items are becoming out of reach for the common people.

But there is no answer to what alternative arrangement they have made in these eight years, he alleged. To strengthen the organization, it was resolved that as per the decision of the Udaipur declaration Mandal Committees shall be defined and constituted at each assembly segment level.

Bhalla reiterated party’s demand for restoration of statehood with constitutional safeguards for protection of land and jobs to the people. He also expressed concern over the large-scale conversion of agricultural land to the commercial and non-agriculture purposes and seeks to protect the agricultural land from wanton conversions.

He said Congress shall reach out to coordinate its efforts with other like-minded forces, groups and NGOs to fight against the politics of hate, division and diversion of the BJP in-order to maintain atmosphere of peace and harmony in the society.Bhalla said that Congress shall struggle for resolving the unsettled issues and financial package and political empowerment of displaced people of 1947, 1965 and 1971.

He called for urgent measures to stop terror attacks on soft targets, including minorities and Kashmiri Pandit employees, in the valley.

He expressed serious concern over the deteriorating security scenario in the valley leading to series of targeted killings of innocents, including members of minority communities. An atmosphere of fear and pain has gripped the people in Kashmir, he said.Kashmir has witnessed a series of targeted killings of Hindu government employees by terrorists in the recent past.He demanded the Govt to ensure safety and security of innocents especially minority employees by shifting them to safer places , till the situation is brought under control.
