Advisor Baseer Khan conducts in-depth review of PDD with specific emphasis on winter preparedness and power scenario of both Divisions
JAMMU, JULY 20: Advisor to Lieutenant Governor, Baseer Ahmed Khan today chaired a high-level meeting of senior functionaries of the Power Development Department to review the pace on progress of various projects in Jammu as well as Kashmir division and also conducted a detailed review of various schemes under execution under CAPAX and centrally sponsored schemes at Civil Secretariat, Jammu in which the officers from Kashmir Division participated through Video Conference.

Senior officers from the Kashmir division including Managing Director, KPDCL; Chief Engineer, Distribution, KPDCL; Chief Engineer, Transmission, Kashmir; Chief Engineer, Planning & Procurement, KPDCL attended the meeting through video conferencing from Srinagar.
Advisor Baseer Khan took a detailed review of the Power Development Department as a follow up to the instructions passed by the Lieutenant Governor in the recently held meeting of the department. The Advisor besides other matters of the PDD primarily focused on the winter preparedness of PDD including the availability of buffer Stock of transformers, Transformer procurement, electric poles, exigency plans, condition of power transmission lines, power schedules, Branch cutting, measures to bring down transmission losses, duty rosters of officers, the establishment of control rooms and deployment of enforcement teams to check power theft, illegal hooking and seizure of illegal electric gadgets to ensure hassle-free supply of electricity to the consumers.
While reviewing the action plan of the department, the Advisor emphasized upon the officers to make adequate arrangements during the coming winter to achieve all the targets within the timeline prescribed. He directed the officers to conduct an audit of basic infrastructure at both divisions and work on the gaps in advance and to overcome all the shortcomings. The advisor asked the officers to strictly adhere to the timeline set by the Lieutenant Governor in the recently held meeting for accomplishing all the tasks needed to be in place for the forthcoming winters. He stressed on the proactive approach to be adopted by the department and said no stone should be left unturned on the aspect of winter preparedness.
The Advisor said that he shall be taking a review of all the activities and also conducting physical verification on the spot personally during his field visits on fortnightly basis. He said the department should live up to the expectations of the consumers and the department has to perform in the best possible way.
Advisor also reviewed the present status of power distribution in Jammu as well as the Kashmir Division. He stressed ensuring that the constraints are overcome and asked the officers to take proactive measures and remain alive to the demands and expectations of the general public.
Advisor directed the officers from both divisions to focus on areas of concern and keep rapid action teams ready and well prepared so as to respond to the damages in emergency situations. The Advisor asked the concerned to keep a clear curtailment schedule in place and give it wide publicity so that people come to know well in advance.
The Advisor also reviewed the works being carried out under CAPEX as well as centrally sponsored schemes and was informed that the works are in progress and are within the timelines that have been already set in the previous meeting chaired by the Hon’ble Lieutenant Governor.
The Advisor also asked to set in place a foolproof mechanism to ensure that the upper and far-flung areas especially Doda, Kishtwar, Poonch and Rajouri and areas of the Kashmir division that receive heavy snowfall do not suffer power shortage during the winter season. He said all contingency plans are put in place for averting any breakdown.
Advisor directed the concerned to ensure the availability of buffer stock of transformers at every Electric Division so that same could be dispatched to the vulnerable areas and upper reaches and time is not wasted to replace the damaged transformers.
To ensure prompt remedial measures on issues faced by the public, he directed them to get daily feedback from the field functionaries and take prompt action on the issues faced by the people. He laid stress on the robust grievance redressal mechanism. He emphasized on the quick response to the grievances of the general public and functionaries should review the mechanism on weekly basis.
The Advisor directed the officers to complete the process of branch cutting of trees across the corridors through which the power lines pass within the timelines set for two phases of branch cutting, the action plan of which is already in place.
Principal Secretary, Power Development Department (PDD), Rohit Kansal briefed the meeting about the steps being taken by the Power Development Department to ensure better services on account of electricity to the consumers. He gave a profile of the present status of various ongoing works besides physical and financial achievements. He also apprised about various measures being put in place for further improvement of power scenarios in JKUT. The Principal Secretary directed the officers in the meeting to adhere to the timelines already set for different activities and stressed upon all the wings of PDD to work in synergy in order to achieve the desired results.
