District Advisory committee on PC & PNDT Act discuss enforcement measures

UDHAMPUR, MAY 23: Deputy Commissioner Udhampur Sachin Kumar Vaishya today convened a meeting of officers of various departments to review the implementation of PC & PNDT Act and Clinical establishment, Registration & Regulation act, 2010 in the district.

Senior Superintendent of Police, Dr Vinod Kumar; Additional District Development Commissioner, Ghan Sham Singh;  Chief Medical Officer, Dr  Anil Manhas;  District Social Welfare Officer, Kanika Gupta; District Information Officer, Rajinder Digra  and other members of the committee  attended the meeting.

At the outset, the CMO  gave a brief account of the objective of the meeting and put before the committee cases for fresh cases for opening of new Private Ultrasound centres.

Threadbare discussions were held on various issues, which included registration & renewal of ultrasound centre certificates,  enforcement of preconception and prenatal diagnostic techniques Act, Regulation of GCC, Labs and Clinics, Offences and penalties, Clinical establishment Act, Provision of registration, Inspection, mechanism for monitoring and implementation of PC&PNDT Act, holding of IEC activities for general awareness etc.

The CMO was asked to grant provisional registration to clinical establishments after fulfilling the requisite formalities. The  DC asked CMO to carry out inspections of the registered /unregistered clinical establishments and impose fines/penalties to the defaulters as prescribed in the clinical establishment act.

Directions were issued  to deal with the unregistered  clinical establishments  as per  the provisions of the act  and keep check on quackery  as  it poses danger  to the human lives  and their well being.

Concerned officers were directed to conduct frequent inspections of all the ultrasound clinics by appropriate authority especially in far off places/areas and check whether all these institutions abide by the rules and provisions of the central Act and take strict action against defaulters if found.

The DC said that the inspecting team should include a representative from the police department. For approval of registration of the Ultrasound centres, the DC directed for submitting  photographs /videography of the premises of the centres and its surroundings before the members of the Advisory committee. The DC also directed the concerned to maintain proper record of antenatal cases at all the Ultrasound centres in the district.

Later, the District Advisory Committee of PC &PNDT gave approval for the establishment of UltraSound centre at Majalta.
